Under the Long-Term Arrangement to provide technical expertise on Child Protection to UNICEF, the Coram International has been contracted by UNICEF HQ to support the project: “Building back better child protection systems: improving legislative frameworks to protect children from online child sexual exploitation and abuse”. The scale, severity, and complexity of online child sexual exploitation and abuse is increasing at a high pace. In countries with wide access to the internet and digital technology, COVID-19 has also pushed more and more aspects of children’s lives online. At the same time many countries remain ill-equipped to prevent and respond and lack up-to-date and robust legislative and regulatory frameworks. This, in turn, affects children’s access to justice. In light of this, Coram International supported the development of a global guide on legislative responses to online or “technology-enabled” child sexual exploitation and abuse (CSEA). Aimed at a range of stakeholders including government, development partners, international organisations, and civil society advocating for, developing and reforming legislation the guide provides recommendations around minimum legal standards to address the various forms of online or “technology-enabled” CSEA with reference to international child rights law norms, documents lessons learned in legislative development and reform and analyses new and challenging issues at the frontiers of child protection and technology.

Coram International was the institutional consultant to UNICEF Kazakhstan on a large-scale project to protect the rights of children affected by migration (CABM) in Kazakhstan. The project involved three components. The first component involved the review and analysis of the legal framework governing the protection of CABM in Kazakhstan. The second component involved the review of draft legislation and to recommend amendments to strengthen the bills in line with international standards and good practices on protecting CABM. The third component involved the design, development and testing of a model for providing protective services to CABM in three pre-selected Cities (Nur Sultan, Almaty and Shymkent). Based on the research and in close consultation with stakeholders, the Coram International team designed a model for providing protective services to CABM in the three cities. To operationalise the model, the team developed an operational manual for the Centres of Adaptation of Minors (which perform the role of child protection case manager) and an operational manual for NGO service providers. The project was part of UNICEF’s larger multi-country project on protecting CABM in the region, which is funded by the European Union.

In 2016, Coram International was contracted by UNICEF to undertake an in-depth study in order to build a solid knowledge-base on different forms of community-based alternative care practices, including Pagoda-based care in Cambodia. The research study, implemented in partnership with the Ministry of Social Affairs, was used to inform child care sector reform in Cambodia. The study was implemented to meet the urgent need to better understand the practices of family and community-based care alternatives, especially in light of the Cambodian Government’s commitment to re-integrate children currently living in residential care into community-based care arrangements. The study assessed the different forms of alternative care in the community, particularly kinship care, foster care, group homes and pagoda-based care, and analysed to what degree these forms of care are in compliance with the national and international Minimum Standards of Alternative Care for Children. It also looked into the costs and funding sources of the different forms of community-based alternative care in Cambodia.

In 2016 Coram International was awarded funding from the Home Office’s Child Trafficking Protection Fund (CTPF) for a 2.5 year project that aimed to work towards ending the trafficking of children within and from Vietnam. Partnering with UNICEF Vietnam and UNICEF UK. The funding enabled the team and the partners, to acquire the much needed research-based evidence about the driving forces, patterns, trends and factors that put many children at risk from trafficking and slavery. The aim of the project was to strengthen multi-agency coordination, prevention and response for potential and actual victims through workshops and capacity building activities.

In 2018, Coram International conducted a formative evaluation of UNICEF’s ‘Be a Change Agent’ Project (B-CAP) in Liberia. B-CAP, was implemented in two of Liberia’s most deprived urban slums, aims to empower vulnerable adolescents through youth entrepreneurship, formal and non-formal educational support and livelihood skills training. The primary purpose of the formative evaluation was to generate evidence to inform and improve B-CAP’s implementation in its second phase. The evaluation assesses the relevance, effectiveness, efficiency, and sustainability and scalability of B-CAP and provides recommendations. The evaluation sought to determine the extent to which B-CAP has achieved its planned (and any unintended) results, to identify factors that affected its implementation, and to develop recommendations which can strengthen the project going forward.

UNICEF has rated this evaluation ‘Highly Satisfactory’ and considers it to exceed UNICEF and UNEG standards for evaluation reports. UNICEF also concludes that decision makers may use the evaluation with a high degree of confidence.

Coram International was contracted by UNICEF Uzbekistan to carry out an independent evaluation of UNICEF’s child rights monitoring (CRM) programme in Uzbekistan 2016-2018. The object of the evaluation includes six CRM projects implemented by UNICEF between 2016 and 2018, and UNICEF’s current approach to CRM which is reflected in its draft ‘Child Rights Monitoring and Evaluation Theory of Change 2017-2020. The evaluation also considers several CRM projects implemented between 2014 and 2016.

This evaluation assesses the relevance, efficiency, effectiveness, sustainability and, to the extent possible, the likely impact of UNICEF’s CRM programme. The purpose of this evaluation is to produce recommendations, knowledge and insights for UNICEF, the Government of Uzbekistan, the National Human Rights Centre, Women’s Committee, the inter-agency working groups and monitoring groups in Ferghana, Jizzakh, Khorezm and the Republic of Karakalpakstan (RoK), non-governmental organisations (NGOs) and other key stakeholder groups, to inform the development of the Country Programme of Cooperation between the Government of Uzbekistan and UNICEF for the period 2016-2020.

UNICEF has rated this evaluation ‘Highly Satisfactory’ and considers it to exceed UNICEF/UNEG standards for evaluation reports. The report generally observes good practices and can be used with confidence by decision-makers.

Coram International was commissioned by UNICEF Pacific to carry out 14 in-depth situation analyses (SitAns) of children and women in the following Pacific Island Countries and Territories (PICTs): the Cook Islands, the Federated States of Micronesia (FSM), Fiji, Kiribati, the Marshall Islands, Nauru, Niue, Palau, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu and Vanuatu.

This report provides a regional overview of evidence to inform decision-making across sectors that are relevant to children and women, and it is particularly intended to contribute to the development of programmes and strategies to protect, respect and fulfil the rights of children and women in the whole Pacific region. This report covers the child outcome areas of: health; nutrition; water, sanitation and hygiene (WASH); education; child protection (including child justice); and poverty and social protection. By assessing and analysing the situation for children and women in relation to these outcomes, and in relation to relevant Sustainable Development Goals (SDGs), this report seeks to highlight trends, barriers and bottlenecks in the realisation of children’s and women’s rights across the PICTs region.

This regional overview is paired with 14 in-depth SitAns, which are available below for a more detailed discussion of country-specific trends, challenges and recommendations.

The Royal Government of Cambodia has launched its Action Plan to Prevent and Respond to Violence Against Children 2017-2021. The Action Plan has been formulated following the 2013 Cambodia Violence Against Children Survey, the first countrywide study, and the first regional study in the East Asia Pacific region, to provide evidence on the magnitude and nature of the different types of violence experienced by children in Cambodia.

The Action Plan was coordinated by the Ministry of Social Affairs, Veterans and Youth Rehabilitation and the Ministry of Women’s Affairs in partnership with government ministries and agencies represented in the multi-sectoral Steering Committee on Violence Against Women and Violence Against Children and its Technical Working Groups. In 2015-16, Coram International carried out the literature review, research, secondary analysis and theory of change on VAC in Cambodia, which is the basis of the Action Plan.

The activities outlined in the Action Plan are designed to help support efforts in Cambodia to develop and implement effective child-friendly prevention strategies, as well as to improve service provision for all Cambodians, especially children, who experience violence.
