March 2024
This report assesses the situation of Sierra Leone’s children and adolescents with respect to the realization of their rights; analyses child deprivation using an equity and gender lens; assesses the capacity of duty bearers at all levels to meet their obligations in the fulfillment of these rights; and makes specific recommendations for future actions, programme interventions, and policy directions. The SitAn will inform the national planning (Mid-Term National Development Plan 2024–2030) and development processes of the Government of Sierra Leone and the United Nations Children’s Fund (UNICEF) Sierra Leone Country Programme Document for 2025–2030. It will also more broadly assist the government and UNICEF and their partners to improve programmatic delivery, advocacy and communications; influence the development of innovative policies and strategies; increase public financing for children; make the case for increased resource mobilization and building partnerships; build momentum for evidence generation and consultation; and facilitate decision-making processes.
